A police force asked firemen tackling an arson attack to take witness statements as its officers were too busy to attend. The home of Michael and Naomi Parkes was petrol-bombed, setting their garage and a van alight as they slept. A cyclist was seen in the garden of the semi-detached property moments before the midnight blaze. But police did not make house-to-house enquiries until eight days later, after a complaint from Mrs Parkes.
